In Macon County, North Carolina, a rural community spread across more than 500 square miles of mountain terrain, distance shapes everything about how government works. County staff navigate winding roads, limited cell service, and areas where reliable internet isn't available. For some members of the public, a trip to county offices can mean driving an hour each way just to make a permit payment or drop off paperwork.
These realities place unique demands on the county's permitting operations. After nearly a year spent implementing a new permitting system and never going live, staff were ready for an upgrade. This case study looks at what changed when Macon County switched to GovWell and the 62-day journey from procurement to online permitting.
The impact of a fast deployment
Macon County launched its first live GovWell module 33 days after kickoff, and deployed its flagship Building Permits module in just 62 days. Rather than waiting months to get started, staff, residents, and contractors began using the new tools almost immediately.
GovWell offered a configurable system that was easy to deploy, and it came with capabilities suited to Macon County's rural operations. Inspectors can log results from their phones using GovWell's mobile app, even in areas without service, with records syncing automatically once they're back online. Instead of traveling to county offices, residents and contractors can make payments online at any time. In its first two months on the platform, the county processed more than $40,000 in revenue and created 526 records. The public also gained access to Macon County's AI Community Assistant, which answers permitting questions at any hour without a call or a visit. After fielding more than 200 questions in a single month, the Planning, Permitting & Development department estimates it has cut administrative time spent on routine questions by roughly 30%.
"Everyone had been frustrated with the software we had before. It's felt good to invest in something up-to-date and finally see everything come together for our team." — Nina Parrott, Administrative Project Manager
